TIE Tarjeta de Identidad de Extranjero
Your TIE Card is you new plastic identification card which is similar in shape and format to a driving licence. This forms your identity card which should be carried with you at all times. Within Europe it can in some instances take the place of your passport. You require the rights granted by aquiring this card for some processes and discounts within spain. You do not require this for opening a Spanish bank account or getting a Spanish mobile phone contract. For those you just need a NIE nuumber. A TIE can only be issued in the province in which you have right of residency in Spain.

Certificado de Residencia
The certificado de Residencia is the residence certificate issued if you are European and plan to live and / or work in Spain. This is a level more than simply having a NIE number. As a European Citizen you can have a work contract with a Spanish company without having a NIE or a Certificado but after a certain number of months living here you should have the Certificado which comes with a NIE - or you can just have the NIE number.The main implication for having a NIE is that you or the company you work for will be liable for less tax which can reflect on a better salary for you.
